Our Steering Group is composed of volunteers who live or work in the Forum area. They have been elected by Forum members at an Annual General Meeting

We actively welcome interest from those living or working in the area who would like to join our Steering Group team to help contribute to the plan for a better Belgravia. Please contact us.

Monica Lucas, Chairman

Monica Lucas, Chairman

Monica has lived in Belgravia since 2000.

Monica has been extensively involved in the development of the Belgravia Neighbourhood Plan, including management of in-depth community consultation, a major quantitative survey of residents and businesses in 2018, and the drafting of the neighbourhood plan. She believes passionately in the objectives of the Forum, particularly the desire to conserve Belgravia’s built environment and its unique village atmosphere in the heart of London.

Now semi-retired she had a long career in market research and management consultancy. In 1988 she founded Pragma Consulting, a specialist retail consultancy with particular expertise in travel retail, airports and shopping centres.

She is a non-executive director of Chelsea Physic Garden Enterprises Limited.

Helene Oratore, Deputy Chairman

Helene Oratore, Deputy Chairman

Now retired, Helene has a legal and financial background. She is married with two daughters. She has always been involved with local matters and in particular, served on committees dealing with the environment and planning issues. She has extensive knowledge of basements and party wall issues.

She has been a very proactive member of the Belgravia Neighbourhood steering committee from its inception. She has worked closely with Westminster Councillors, Grosvenor, the Police, the Belgravia Society and various Traders associations to promote the initial ideas for the Neighbourhood Plan.

Helene acted as the first Treasurer successfully securing donations, funding and grants for the Forum. She has encouraged a considerable number of locals to join the membership of the Forum and continues to promote its work. She was part of the legal group who created the Constitution.

Jeremy Lucas, Treasurer

Jeremy Lucas, Treasurer

Jeremy has lived in Belgravia for 22 years and is committed to working to preserve, improve and enhance this wonderful area.

After qualifying as a solicitor, he worked in the City of London for over 30 years in corporate finance with first Morgan Grenfell and then Deutsche Bank, for whom he became Head of Mergers and Acquisitions.

His contribution to the BNF is both the local knowledge and commitment of a Belgravia resident AND a wealth of legal and financial experience.

Jeremy has also worked with local amenity societies and submitted formal responses on their behalf to Westminster City Council and similar bodies on local planning matters.

Julian Bower

Julian Bower

As someone who has been a Belgravia resident for over 40 years, Julian has a very strong affection for and interest in the area and would therefore very much like to devote time and energy to assisting the work of the Steering Group of the Belgravia Neighbourhood Forum.

He is a chartered accountant, and in his working life, he has had extensive financial experience, having been amongst other things, a partner in the accountancy firm Binder Hamlyn and an executive director of both Amex Bank and Standard Chartered Merchant Bank. More recently he spent much time assisting start-up companies and small businesses, guiding their corporate and financial strategy.

​Julian has been extensively involved in voluntary activities in the arts, education, care of the elderly and environmental sectors. Additionally, he was responsible for coordinating policy, when a District Councillor on a local planning authority.

Dennis Wheatland, ex-Chairman

Dennis Wheatland, ex-Chairman

Dennis stood down as Chairman of Belgravia Neighbourhood Forum in November 2023, following two successful two-year terms. During this time, he has overseen the development of the Belgravia Neighbourhood Plan from initial consultation through multiple iterations of plan drafting, submission of the Plan to Regulation 14 and 16 consultations, to the Plan’s final finished state, ready for referendum. He has been very active in the community, bringing together the various disparate groups and interests which represent Belgravia.

He remains an active member of the Steering Group.

Dennis has lived in Belgravia for over 15 years, following a long career with a large UK construction and engineering group with extensive experience of project management on large scale projects in Europe, Middle East and Far East.

David Balden

David Balden

David is the Club Secretary / CEO of The Caledonian Club.

After studying and working in a number of hospitality establishments in his native Scotland, he has now worked at The Caledonian Club, 9 Halkin Street, for 25 years and has been Club Secretary since January 2017.

Since joining the Club he has always taken an interest in what the Belgravia Community has to offer and feels very privileged to work in such an exclusive and vibrant area of London.

David welcomes the opportunity to give more back to the area as an elected member of the BNF Steering Group.

Paul Toberman

Paul Toberman

Paul is Managing Director of Haynes Fine Art, London on Pimlico Road and has been at the top end of the antique and fine art trade for over 25 years. Paul has taken part in exhibitions all over the world and in London many times each year while being based in Mayfair and Belgravia for most of this time. There have been many changes to the retail landscape in this time, but we always find a way to navigate through.

Paul believes in contributing to the community to the benefit of all and was previously co-chair of the Pimlico Road Association, looking after a wide range of aspects. Paul feels that if he can help contribute to a long-term plan with colleagues and we all work together, this will be to the betterment of residents and businesses alike.

Hazel O’Leary

Hazel O’Leary

Hazel has lived in the heart of Belgravia for many years and is committed to the area and the best interests of all who live and work in it.

​She has a strong interest in preserving and enhancing what is an environment of exceptional architectural merit and heritage. Hazel has been elected to the Steering Group, as she wishes to make a contribution to the area and assist the Belgravia Neighbourhood Forum in its important work.

Hazel has run own interior design consultancy and project management business for over 25 years and so believes she understands the needs of both residents and businesses in Belgravia.

Christopher Ames

Christopher Ames

Christopher Ames, MRICS, has operated in Belgravia as an Estate Agent and Chartered Valuation Surveyor since 1979. He started at George Trollope which had celebrated its bi-centenary the previous year and where he remained for 22 years. He now runs his own company, Ames Belgravia, which specialises in residential sales and valuations in Belgravia and surrounding areas.

Now based in Ebury Street he has enjoyed offices in Hobart Place, Lower Belgrave Street, Elizabeth Street and Motcomb Street so knows all corners of Belgravia unusually well. Christopher’s understanding of the property market has included close involvement with the Grosvenor Estate over the last four decades plus many associated planning issues in the locality.

His expertise includes sales and acquisitions on behalf of clients, development appraisal/viability analysis advice, lease extensions and enfranchisements, rent reviews, probate valuations and acting as an expert witness in court proceedings.

Christopher looks forward to sharing his wealth of experience and knowledge of the area with the Belgravia Forum Steering Group.

He is a classic car enthusiast and belongs to Belgravia’s 96 Club which meets once a month in Chesham Place

Fr John Pearson-Hicks

Fr John Pearson-Hicks

Fr John Pearson-Hicks is the Parish Priest of St Barnabas Church, Pimlico Road. In addition to overseeing a busy parochial programme, Fr John is responsible for the associated St Barnabas Primary School and Nursery.

Adam Russell

Adam Russell

Adam has worked in Belgravia for the past 8 years in his current role as Chief of Staff to a prominent family and tries to support the local area to bring back the community feel.

He has worked in similar roles, one of which was at a FTSE 250 PLC fashion house, running the personal and business side of the founder’s life for over 5 years. From there he moved to a well-known pharmaceutical family, whose base was also in Belgravia, after which he landed his current role and has never looked back.

Outside of his day-to-day working life, he is a Committee Member of an exclusive PA Network, whose members look after some of UK’s (and international) most prominent names within the entertainment, business and private Ultra High Net Worth world.

Dame Sue Tinson

Dame Sue Tinson

Sue Tinson has lived in Belgravia for more than 25 years. She began her career as ITN’s first female editorial trainee in 1964 and went on to become Editor of News at Ten. During her distinguished broadcasting career she produced a wide range of current affairs programmes covering politics, international affairs, defence, science and royal events.

Alongside her media career, Sue has held a number of prominent board and advisory roles in the corporate sector, including Asda plc, Chime Communications plc, and Yorkshire Building Society, and has acted as a consultant to Camelot and ITV.

Her public service has included appointments as a Commissioner of the Commonwealth War Graves Commission, a member of the Queen’s Golden Jubilee Steering Committee, and a Trustee of the Heritage Lottery Fund.

She joined the Steering Group in 2026 and much looks forward to making a contribution to the work of the Forum.
